Rick W. Smith Sr.Rick W. Smith Sr. has been named vice president of external relations and economic partnerships at the Kentucky Council on Postsecondary Education. Smith earned a bachelor’s degree in broadcast communications from the University of Louisville, an MBA from Kennedy Western University, and a master’s degree in philanthropic studies from Indiana-Purdue University.
